# Phase 04 - Scope Decision

## Goal

Lock selected scope without opening a broad questionnaire.

## Steps

- Ask only blocking questions from `questions.md`.
- Confirm candidate, explicit scope, full-suite target, or discovery-only status.
- Confirm inclusion/blocking for sensitive surfaces when needed.
- Record capability readiness separately: ready, needs proof, blocked, risky requiring hardening, test-only mock, and explicitly user-excluded.

## Exit Criteria

- Output mode is known.
- Selected/requested capability surface is classified with readiness states.
- Hardening requirements are known or blocking.
