- [ ] Implementation-project `AGENTS.md` requires coding agents to read `architecture.md`, `engineering-standards.md`, `test-strategy.md`, and `ui-identity.md` before code edits.
- [ ] Phase work runs through `03-phases/phase-flow.md` with required role handoffs, returns, reviews, proof, and evidence sequencing.
- [ ] Provider/runtime/browser blockers do not upgrade claims until adapter/config/test/runtime wiring exists.
- [ ] UI-bearing surfaces pass repeatable browser/e2e and visual quality gates.
- [ ] No fake/static/local-MVP path upgrades production claims.
