# Implementation Plan

Read order starts at `BUILDPRINT.md`.

Phase roadmap:

1. Seed intake and ontology workbench
2. Graph memory build and explorer
3. Simulation environment preparation
4. Simulation run and observability
5. Report generation and deep interaction

Before Phase 01, complete the Foundation scaffold gate in `02-project-setup.md`. Each phase must run through `03-phases/phase-flow.md`, resolve required `06-contracts/*.md`, write handoff/return/review/proof artifacts, and append runtime evidence only after proof exists.
